When downloading a utorrent file, why does this happen?

sometimes when downloading a torrent file a pop up appears informing me that 'the process cannot access the file because it is being used by another process'. Then i have to click start on the file to resume d/loading and it will resume but after a couple minutes the pop up reappears...why is this?????
