Should you call the Police if you hit a dog on the road and the dog is still alive?

Perhaps in Kentuky that's the way to deal with a badly injured animal,in California if you see an injured dog on the road, you call animal control,or call the police and they call animal control,even if the animal is already dead;you don't bury it there,it has to be disposed of propertly.What that deputy did is considered animal cruelty and is a crime.but laws differ from state to state of course.
