Can I get into A&M or UT Austin?

I am rank 167 of 667 in a nice suburban school in Dallas GPA of 4.85 (5.0 Scale). I am a sopre and participate in the marching band. I don't volunteer but plan to after joining NHS next year. I plan to do band for all 4 years, and that is all I really have going as far as extra-curriculars. I have taken 3 AP cles, computer science, human geography, and world history and have gotten a score of 4 on all three. I got a 177 on the PSAT. I am doing the IB program next year. What are my chances to get in either one, and if I can't, what other schools are there for me? I need cheap state schools. Texas tech?
